Memorandum by the Chief of the Division of the American Republics (Duggan)35

In a conversation on February 28, 1938, Mr. Welles36 discussed the General Claims Convention, and informed the Mexican Ambassador37 [Page 769] that it was the desire that the Mexican Government designate a representative to confer with an American representative to determine on the amount of an en bloc settlement, the terms of payment and the terms of a convention to carry the agreement into effect.

Dr. Nájera stated that Mr. Roberto Cordoba, who had been an Agent for the Mexican Government in the Claims Arbitration was now stationed at the Mexican Embassy, and that he would request his Government to name Mr. Cordoba as the Mexican representative.
