The Ambassador in Chile (Armour) to the Secretary of State

59. For the Under Secretary. Referring to the Embassy’s telegram 58, May 3, 4 p.m., both Gutierrez3 and Cantilo told me last night that they are extremely anxious that Attorney General Cummings should accept and hope that his acceptance may be received if possible by noon today in order that the ceremony of signing the protocol may take place this afternoon.

From what they said I judge that this act is planned as the culminating point in Cantilo’s visit and they both feel that if the United States were associated with them as the third party it would give a special significance.

If no immediate decision is possible could you in any case tell me when a reply may be expected?4
