90. For Braden. Your 186, July 8, 10 a.m.53 and 187, July 8, 11 a.m. The Department would like to have a precise statement regarding the [Page 166] powers you desire. The Department understands that the treaty is to be signed under the auspices and moral guarantee of the six mediatory governments, as in the case of the 1935 Protocols, but that they will not be parties to the treaty and, consequently, full powers are not necessary for that purpose.

The powers and authority granted in your appointment as delegate are very broad. What is the nature of the additional authority to be issued to your colleagues who will represent the presidents in the arbitration?
