The Chargé in the United Kingdom ( Johnson ) to the Secretary of State

121. Department’s 6, January 29, 1 p.m., to Geneva.20 Lord Cranborne21 sent for me this morning and said that before he left Geneva Wellington Koo22 had pressed upon him a reconvening of the parties to the Nine Power Treaty23 and had earnestly requested that he convey this desire to the United States Government. Cranborne had no comment to make and said that he was merely passing the Chinese request on as he had promised. I asked him what reply he had made to Wellington Koo and he said that he did “not give him any encouragement”.
