80. Department’s 38, February 4, 5 p.m. There was no session on February 2nd of either House of the Diet. There was a meeting on that day of the Budget Committee but we find no record of any statement made on that occasion by the Minister for Foreign Affairs even remotely resembling that quoted in the Associated Press report. The statement quoted together with that attributed to the Prime Minister are probably excerpts from the addresses reported in our unnumbered telegram January 31, 5 p.m. via Shanghai.
