Department’s 359, October 24, 7 p.m. My British and French colleagues and I are in agreement that the position of our respective [Page 747] Governments with regard to the integrity of the Chinese customs has already been made abundantly clear and that a further statement of our position at this juncture might do more harm than good. We believe that such a statement would be more timely if and when some further step in derogation of the integrity of the customs is taken by the Japanese authorities or by the “Reformed Government.”
