245. Your 551, September 8, 4 p.m., and related telegrams in regard to Chefoo Harbor Commission. Department desires that, upon the receipt of the information called for in the last sentence of your telegram under reference, you consult such of your interested colleagues as are available and give the Department your recommendation in regard to procedure having for its purpose the reservation of the position and rights of the various parties of the arrangement under which the Chefoo Harbor Commission was created and under which it operated.
