The Consul at Chefoo (Roberts) to the Secretary of State

The Provisional Government authorities and the Japanese Naval authorities at 7:30 last night convened the Chefoo Harbor Improvement Commission and read a proclamation taking over the Harbor Commission and its property for the Provisional Government. The Harbor Commission by a vote of 4 to 1 dissolved itself. The Japanese Consul as representative of the Consular Corps on the Commission cast his vote to dissolve Commission without consulting Consular Corps. At 11 this morning Japanese naval officers called to inform me that the premises now leased by the United States from the Harbor Commission as United States Consulate have been taken over by the Japanese naval authorities.
