The Consul General at Shanghai (Lockhart) to the Secretary of State

922. Reference my 899, June 24, 5 p.m., Inspector General Maze has just received a telegram from the Minister of Finance authorizing him to create an overdraft with the Central Bank sufficient to provide the difference between the amount he has available to meet the June 30 payments and the amount required to meet these payments in full. This last minute authorization was obtained only as the result of most strenuous appeals by Maze to Finance Minister Kung supported by the British Ambassador and is limited to June 30 payments13 and no provision is yet made for subsequent payments which matter will be taken up by British Ambassador and Financial Adviser on their arrival in Hankow on July 2.
