The Consul General at Shanghai (Lockhart) to the Secretary of State

776. My 767, June 3, 4 p.m. Associates of Dr. Lockhart informed me last night that the Minister of Foreign Affairs replied “I generally agree with the proposal.” Lord Halifax2 added, however, that he was reluctant to proceed in the matter without something in writing from Doctor Kung and he further suggested that in view of the heavy United States interests involved the British Ambassador should proceed in close cooperation with the Salt Administration and “American interests.”

2. Doctor Lockhart expressed doubt, which doubt I share, that Kung will give to the British authorities any written consent to proceed along the lines set forth in my 767, June 3, 4 p.m.
