The Secretary of State to the Ambassador in Japan (Grew)

Your 290, May 3, 11 a.m. The New York Times this morning carries an account by Hugh Byas dated Tokyo, May 2, of the British-Japanese arrangement in the course of which there appears the following: “The negotiations were conducted between Japanese and British authorities only, but other interested powers, including the United States and France, have been kept informed of the progress made and have raised no objection.”

Such account and the release made in London will, of course, be noted in foreign offices the world over, regardless what may be the character of the communiqué issued officially in Japan.

Referring to Craigie’s expression of regret, you may state to Craigie that the Department deprecates the coloration given the arrangement in the Byas account and the London release.
