75. Representatives of the Provincial [Provisional] Government and the East Hopei Anti-Communist Government signed an agreement here this afternoon by which the latter will be merged with the former on February 1. All agreements entered into by the East Hopei Government will be recognized by the Provisional Government. More details will be telegraphed tomorrow.⁷⁹ Repeated to Ambassador.
