Reference your 129, February 9, 8 p.m.59 Hall-Patch, Financial Adviser, British Embassy, told me yesterday afternoon he has definite information from officer of Japanese Consulate General with whom he discussed matter several days ago that the Japanese have [Page 654] intention of decreasing Shanghai quotas for foreign loan and indemnity services pari passu with decrease in revenue. I had received no such intimation from the Japanese or from the customs.

The essence of the press interview given by Matsui is correctly stated in your message. I am telegraphing separately full text.60
