The Consul General at Shanghai ( Gauss ) to the Secretary of State

48. Reference my telegram No. 45, January 9, 11 a.m. At a meeting this morning the British Chargé d’Affaires said that his instructions had been to advise the Inspector General to keep his Embassy [Page 630] fully informed and follow its advice and the Embassy would give him such support as possible. French Ambassador has no instructions but is seeking them along similar lines. Both diplomatic representatives are informing their Governments of the purport of the statement communicated to you by my No. 45.

Repeated to Hankow and Peiping.
