164. The Osservatore Romana announced today that the Apostolic delegate at Tokyo had been directed to make representations to the Japanese Government urging that the Japanese Army use every effort to avoid useless bombardments of open cities. It adds that the Japanese Foreign Minister has given assurances that all means permitted by military developments will be used to guarantee the safety of non-combatant civilians adding that any proposals which may be of value in this connection will be willingly considered.
