The Consul General at Hong Kong (Southard) to the Secretary of State

Hong Kong, December 22, 1938.
[Received December 22—12:20 p.m.]

Following telegram has been received from the American Consul at Saigon.

“December 22, 11 a.m. Restrictions on transit automobiles and trucks by road from French Indo-China into China removed by order of the Governor General made known orally last night. Only transit and registration taxes required.”

Repeated to Chungking, Peiping.
