35. Nanking’s 33, January 22, 4 p.m., and your 54, January 24, 7 p.m. The Department approves your instruction to Allison and suggests that Allison be advised to stress the humanitarian aspect of the matter.
The Department feels that the situation is one which might warrant action in Tokyo should action in Nanking fail to accomplish the ends desired.
