Memorandum by the Chief of the Office of Arms and Munitions Control (Green)

The attached telegram of June 2192 from Mr. Richard M. Mock, American representative of N. V. Nederlandsche Vliegtuigenfabriek Fokker, seems to indicate definitely that there is no chance that the Urga Government can be induced to ask the Chinese Government to instruct its Ambassador to request the Department to issue a license authorizing the exportation of the three planes which the Douglas Aircraft Company wishes to export to Outer Mongolia. I suggest, therefore, that, in view of the considerations set forth in my memorandum of May 31, we consider the possibility of taking immediate action to facilitate the exportation of those planes. I suggest that appropriate procedure might be for me to inform the Chinese Ambassador [Page 603] orally of the situation which has developed and to tell him that, unless we receive within two or three days a definite request from his Government that the necessary export licenses be not issued, we propose to issue them.
