Memorandum of Conversation by the Adviser on Political Relations (Hornbeck)
Under instruction by the Under Secretary, Mr. Welles, I made oral reply to Mr. Mallet today. I said that I understood that the Treasury Department had been talking with Mr. Bewley of the British Embassy in regard to the matter to which this aide-mémoire refers and that I was under instruction to say that the views of this Department coincided with the views which the Treasury Department had expressed. I asked whether, in these premises, this oral reply on our part would be satisfactory to the British Embassy. Mr. Mallet said that it would and that he would report to his Government, as the Department’s reply, what I had said.
