The Consul General at Shanghai (Gauss) to the Secretary of State

1486. Reference my No. 1485, December 19, 4 p.m.,72 regarding local reaction to extension of credit.

Abend of New York Times informs us he was told this morning by Horiguchi of Domei News Agency that it had been decided that Shanghai would be the principal theater of Japanese retaliatory action against American and British interests and that more severe restrictions would be imposed upon American and British trade in this area. Abend also states that information of a similar nature was given to him in confidence this morning by Kita, First Secretary of Embassy and Japanese Embassy spokesman here.
