“January 24, 5 p.m. Your 33, January 22, 4 p.m. I see no reason why you should not approach Japanese military with a view to urging that International Committee be permitted to import supplies. I have repeated this telegram to Washington and Tokyo”.
Repeated to Shanghai, Shanghai please repeat to Tokyo.
