Memorandum of Conversation, by the Secretary of State
The Chinese Ambassador called on his own request. He said that before taking his leave as Ambassador he was much interested to know what I could tell him further and finally about the question of the relief transactions between our two Governments which are now under discussion. I replied that this Department and other interested departments are giving all phases of the matter steady attention. I then said that the matter could not be further dealt with until the Chinese financiers, who, it was my understanding, are on their way to this country to confer with the Treasury, reach here and such conference is held. The Ambassador seemed fully to understand. He then bade me goodbye.
