Memorandum by the Secretary of State of a Conversation With the Chinese Ambassador (C. T. Wang)

During the Ambassador’s call he inquired as to what progress had been made looking towards selling China some supplies, such as, flour, cotton cloth, etc. I replied that the matter has been receiving consideration from day to day; that it is not without its difficulties; and that a number of departments of the Government are considering all angles of the proposition. The Ambassador expressed his earnest hope that it might be brought to a favorable conclusion before he goes away, and pressed me to give him some intimation about the probable outcome. I said it was not possible for me to do so at this stage.
