My telegram No. 245, September 28, 3 p.m. The Council in secret session this afternoon decided to submit a report instead of a resolution to the Council tomorrow in regard to the Chinese appeal under article 17. The report is in general in accordance with my telegram referred to above but is considerably “watered down”. Please instruct whether Department desires full text67 consisting of about 500 words by telegraph when adopted tomorrow.
