182. Hoo informs me that Chinese delegation has been instructed to press for immediate application of article 17 of the Covenant probably at meeting of new Council to be elected during Assembly. (The Council remains seized of Chinese appeal under articles 10, 11 and 17.) He said that China up to present had been persuaded not to press for application of this article on grounds that they would receive help from individual countries. This help had not been forthcoming and the Chinese were now determined to insist upon immediate application of article 17.
He added that it had not yet been decided whether China would again raise the question of Japanese aggression before the Assembly.
