The Chargé in the Soviet Union (Kirk) to the Secretary of State

238. My 236, August 7, 5 p.m. Litvinov and the Japanese Ambassador held a conference this evening lasting for more than 3 hours. According to a version of this conference given out orally by the Domei representative to a foreign press correspondent which is the only account of the conversation so far available, the conversation was largely devoted to a re-statement and elaboration of the previous contentions of the two Governments and the basis on which each maintained some solution might be reached and apparently ended without any agreement.
It is stated that a Tass communiqué giving the Soviet version of the conversation will be published tomorrow.
