223. I understand that the Japanese Ambassador is maintaining the position referred to in my 219, August 2, 10 p.m., and has not sought an interview with Litvinov in regard to latest developments in the controversy on the basis that the position on both sides was clearly stated in his interview of July 20. It is further understood that the Japanese Ambassador while reaffirming Manchukuo claim to the territory in dispute is stating here that the Japanese Government has no desire to acquire further territory in the region nor to bring about an enlargement of the conflict. In would appear from the foregoing that in so far as diplomatic negotiations in Moscow are concerned both the Soviet and Japanese Governments have not advanced beyond the positions assumed at the beginning of the controversy.
