My telegram No. 187, July 18, 2 p.m.11 The Embassy is reliably informed that the Japanese Ambassador, who has just returned from a trip abroad yesterday, renewed his Government’s protest against the action of the Soviet troops and strongly insisted on their withdrawal and a return to the status quo ante. He is furthermore said to have indicated that if this were done his Government would be willing to set up a joint commission to delineate the frontiers in the area where the incident took place.
