184. Embassy’s telegram 181.9 Japanese Embassy here states that the incident was caused by some 40 soldiers undertaking military operations on July 11 within Manchurian territory at a point southeast of Vladivostock near Changkufeng.

According to further information from the Embassy, the protest to the Soviet Foreign Office stated that in view of its special relations with Manchuria and of certain provisions of the Portsmouth Treaty10 Japan could not remain indifferent to the action of the Soviet soldiers and requested that the soldiers in question be withdrawn. The Japanese Embassy was informed last night by the Foreign Office that the soldiers are within Soviet territory and this statement has been communicated [Page 456] to Tokyo by the Embassy. The Japanese Embassy emphasizes the reasoned and cautious nature of the action of the Japanese Government in this matter.
