The Ambassador in Germany (Wilson) to the Secretary of State

97. The Director of the Political Section of the Foreign Office in the course of a conversation today stated that the Chancellor’s statement concerning Germany’s recognition of Manchukuo in his February 20 speech, Embassy’s 67, February 21, 4 p.m.,97 paragraph 7, was solely a declaration of intention, that no formal action had yet been taken but that he envisaged such action in the relatively near future and believed it would take the form of a note from the German Ambassador at Tokyo to the Minister of Manchukuo at that capital proposing an exchange of diplomatic representatives.
