Memorandum by the Adviser on Political Relations (Hornbeck) to the Secretary of State
Mr. Secretary: The Chinese Ambassador41 writes me under date October 16 that he has received from General Chiang Kai-shek a message as follows:
“The landing of enemy forces on the coast of Kwangtung is in reality a threat to Great Britain and indirectly a challenge to all Anglo-Saxon Powers. This seems to be the most opportune time for the American Government to give encouragement to Great Britain for a policy of co-operative intervention in the Far Eastern situation. The solution of the Far Eastern Problem must depend upon some such Anglo-American action of co-operation; but the leadership for such action must come from the American Government”,
and the Ambassador requests that I inform you of the above.
The Ambassador also requests that I inform you of comments which he has made to me upon and in explanation of the above.
