The Ambassador in France (Bullitt) to the Secretary of State

1471. Mandel, Minister of Colonies, said to me today that 2 days ago the Japanese had occupied a small island about 25 miles from the coast of the Island of Hainan and had bombarded Hainan. He expressed the opinion that this action of the Japanese Navy was not unrelated to the extreme tension which had arisen in Europe over the Czechoslovak crisis.
