The Ambassador in China (Johnson) to the Secretary of State

439. Following from Shanghai:

“September 8, 4 p.m. My September 6, 11 a.m. repeating Tokyo’s 577, September 5, 3 p.m. regarding Hankow safety zone.

The British and French Ambassadors are considering what action they will take with reference to this matter and the latter has expressed a desire to have your views on the subject. He desires especially to know whether you have made any representations on the subject to the Chinese authorities or whether you intend to make such representations. I have communicated orally to the French Ambassador the substance of Hankow’s September 7, 3 p.m.88

I shall be glad to communicate to the French Ambassador any comments you may care to make on the above subject.”
