Subject: Intrusion of Armed Japanese into American Defense Sector.

Sir: I have the honor to refer to my despatch No. 1619 of August 18, 193880 on the subject mentioned above and also to my despatch No. 1493 of May 27, 193881 on the subject “Exchange of Correspondence between American and Japanese Military and Naval Authorities regarding Passage of Military Trucks through American Defense Sector” and to enclose for the files of the Department copies of correspondence82 of August 30, 1938, and September 1, 1938, between Colonel Price, Commanding the United States Fourth Marines, and officers of the Japanese Army, regarding their repeated violations of the agreement regarding passage of Japanese military trucks and armed men through the American defense sector.

Colonel Price has informed me orally that he has consistently taken an even stronger attitude in conversations with Japanese army representatives than that brought out in his letters to them.
