Sir: I have the honor to enclose a brief account31 of the activities of the Japanese Army on entering Hsuchow in May of this year, from which it will be noted that the orgy of looting, raping, drinking and murder which marked the entry of the Japanese forces into Nanking was duplicated at Hsuchow. It seems reasonable to assume, therefore, that, whatever may be the cause, such tendencies are characteristic in the Japanese Army, and become credible to foreigners only when there are foreigners present on the scene.

The account was supplied by Dr. A. A. McFadyen, who is an American medical missionary of long residence still practising in Hsuchow, and it is therefore necessary for his safety that the source be very carefully guarded.
