In my opinion the situation of American citizens and their interests in China will be much improved if the Japanese can be persuaded to adopt a more reasonable attitude towards civilians generally. Civilian enterprise and interests in the cities and noncombatants in the country areas appear to be specially marked for attention. This is particularly true of hospitals, schools and relief work in which American missionaries are prominently interested in Central China.
