The Consul General at Shanghai (Lockhart) to the Secretary of State

602. Wang Keh Min, who has been in Shanghai for several days, flew to Tokyo yesterday morning accompanied by Major General Kita. Wang was shown every courtesy by high Japanese military and civil officials here who took extraordinary precautions for his safety. The Japanese Embassy spokesman denied the report that Wang’s position is insecure. While here Wang saw Liang Hung Chih of the so-called “Reformed Government” and according to Japanese press reports reached a complete understanding regarding the merger of the two puppet governments. It is also reported to have been agreed to equally divide the customs revenues. A further Japanese report states that Li Chao Nan has been appointed Superintendent of Customs at Shanghai by the so-called “Reformed Government”.
