205. Nanking’s 82, March 23, 5 p.m.,5 Nanking Provisional Government. In reference to reports of impending inauguration at Nanking of a provisional government, Foreign Minister Hirota has stated in the House of Representatives that Japan’s relations with the existing Peiping regime will not thereby be changed; that Japan expects that the Peiping regime will in time develop into a unified administration for both North and Central China; but that in the meantime commercial interests contemplating activities in Central China must deal with the impending Nanking regime.
