89. Your 137, March 1, 10 a.m. The Department concurs in the view expressed in the last substantive sentence of your telegram under reference.
With regard to the first and second sentences of your telegram under reference, Department desires that you follow the procedure outlined in its 87, February 28, 6 p.m., which you will note gives you discretion as to the manner and time of informing the appropriate authorities of the Chinese Government that Stuart is not acting on behalf of or with the approval of this Government.
