137. Peiping’s 136, February 27, 10 a.m. to the Department. I feel fairly sure that it would be possible for me to discourage Stuart’s mission by informally conveying knowledge thereof to Chinese authorities. I feel however that it would be most unwise to do this, and unless instructed otherwise I propose to ignore Stuart’s mission entirely. I also propose to refuse to be the channel for communicating any messages which he may desire transmitted in connection therewith, as I do not feel that conditions warrant our becoming sponsor for such discussions at this time even by implication.

Repeated to Peiping. Peiping please repeat to Tokyo.
