18. The Turkish Ambassador called at the Department on July 25 under instructions from his Government to submit a copy of the Turkish Government’s latest proposal26 with respect to the general provisions in the proposed trade agreement relating to binding of duty reductions, exchange control, and duration of agreement. If the Delegation has not yet received a copy of this proposal, you should request one from the Turkish authorities at the earliest opportunity, and telegraph the Department (1) your comments and recommendations with reference thereto and (2) the reasons, if known, for this action on the part of the Turkish Government in transmitting its proposal through the Ambassador here rather than through the Delegation at Ankara.
