65. Your 46, June 8, 7 p.m., Section 4, paragraph 2.21 National Foreign Trade Council has informed the Department that some American merchants appear inclined to continue shipments to Turkey and to accept in payment therefor funds to be deposited in Turkey provided they may obtain assurances that when exchange becomes available, the blocked funds will be liquidated chronologically, and that the exchange will not be used for current shipments. This question should of course not be injected into the trade agreement negotiations at the present time and should therefore not be taken up with the Turkish authorities, but the Department would be glad to receive any information you may already have on the subject in order that a suitable reply may be made to the Council.
