203. My 194, March 9, 5 p.m.83 I discussed the question with the Foreign Secretary84 yesterday afternoon in line with the President’s oral instructions. He was interested and said that our plan appeared simple and more feasible to him than the one the British have proposed. He said he would have to take the matter up with the Prime Minister however and after he had done this he would get in touch with me again.
