Your No. 111, October 12, 4 p.m. The Department assumes that the next step toward the resumption of normal diplomatic relations will be in the form of a proposal by the Iranian Government for [Page 744] the simultaneous appointment of Ministers. It is further assumed that definitive action in the matter will not be taken until sufficient time has elapsed to permit of the delivery of the Shah’s letter to the President. Please confirm and keep Department currently advised of developments.
