Legation’s telegram 52 [53], May 25, 11 a.m. I have just learned from a source believed to be trustworthy that while Soheily was Minister of Foreign Affairs he suggested to the Shah the reopening of the Iranian Legation in Washington and that the Shah rejected the suggestion saying that the Americans had been rude to Iran.
