24. Your No. 35, April 19, 10 a.m. In view of the considerations set forth in the Department’s No. 34, August 8, 1936, noon,13 and the negative results which attended the Turkish Ambassador’s efforts at that time the Department deems it inadvisable to approach him in the sense you suggest.

Generally speaking and bearing in mind its telegram No. 16 of March 26, 3 p.m., the Department feels that if Iranian officials are sufficiently desirous of regularizing relations they should be able on their part to find some means of accomplishing that end.
