The Ambassador in Italy (Phillips) to the Secretary of State
[Received June 20—3:50 p.m.]
154. In a conversation which the Commercial Attaché had today with the Minister for Foreign Trade and Exchange, Livengood was impressed by the seriousness with which our long delays in settling [Page 567] cases involving appraisal of exports to the United States are being regarded by the Italian authorities.
In view of the difficulties surrounding our general relations with Italy I think it would be helpful if Grady’s suggestion contained in my telegram No. 150 June 17, 1 p.m. could be favorably acted upon.
