The Chargé in Germany (Gilbert) to the Secretary of State

661. In an order dated November 19 published in the Reichsgesetzblatt today a section is added to the general Reich regulations regarding relief payments which governs the distribution of relief to Jews. The Jewish Welfare Organization is made responsible for supporting indigent Jews. Only in cases in which the Jewish organization is unable to supply the absolutely necessary assistance will the Public Welfare Organization intervene and then only to an extent specifically limited by the order. It is stated, however, that “assistance in excess of that specified in paragraph 1 can be given Jews if advances their emigration or is otherwise in the interest of the general public”.
