I have presented a note under today’s date to the German Foreign Office in which, with reference to the decree of the German Government of November 12 for the termination on January 1, 1939 of the [Page 405] right of Jews to engage in various commercial activities, there is cited the statement of the German Minister of Propaganda and Public Enlightenment on November 12 to the effect that the various recent decrees affecting German Jews would not be applicable to Jews of foreign nationality and formal assurances are requested that the decree in question would not apply to American citizens.
