10. The Foreign Office has orally informed me that it hopes its note of April 13, paraphrased in the Legation’s telegram No. 9 of April 13, has been found sufficient for the Department’s approval of the extension of present treaty and I would appreciate early telegraphic reply so that the local authorities may be informed, otherwise technical difficulties may arise due to new procedure locally in confirming or extending treaties by the new Estonian Parliament which convened on April 21. The Estonian Government in its note of April 13, 1938, meant to convey its desire and agreement to extend the existing treaty another year in the same manner as last year and conveyed in this Legation’s telegram No. 7 of May 15, 1937.11
